Read the growth breakdown first

The official Towns manual separates growth experience from the multiplier applied to it. Passenger arrivals and cargo delivered to their final town destination generate experience. Supplies and Authority influence how effectively that experience becomes growth; Authority is determined by its lowest component.

Open the town window and expand the growth progress bar. Record the current direction, Supplies and weakest Authority component before changing a route. A busy network alone is not a diagnosis.

Recheck demand after the town changes

Commercial and industrial districts have different requested goods, and additional demands appear as the town levels up. Residential buildings do not request cargo. Inspect the current district or building demand instead of continuing to deliver whichever item made your first route successful.

For a planning example, imagine a route that was built for one commercial demand. After expansion, compare its delivered item with the town's current list. Write down which demand you are addressing and which buildings can receive it before ordering another vehicle. The cargo network guide covers the producer-to-consumer chain.

Compare supply with the cost of supplying it

The developer's cargo article describes increasingly complex goods and industries responding to changing town needs. Faster handling and specialized equipment bring costs and environmental tradeoffs. There is no documented universal fleet size that produces the best growth.

A practical comparison sheet can keep an expansion focused:

  1. Name one unmet need or weak rating.
  2. Describe the proposed change and the observation it should improve.
  3. Record whether it adds another facility, service or transfer.
  4. Revisit the same town breakdown after the service has operated.
  5. Keep the change only if the observed benefit fits your operating budget and wider network.

This is a suggested evaluation method, not a measured in-game experiment. Avoid changing the route, fleet and station together if you want to understand which change helped.

Why more deliveries may not solve stalled growth

The Tycoon developer blog emphasizes balancing transport quality, traffic and environmental effects. Improving one aspect while worsening another can limit the growth factor. If your new freight service reaches town successfully, inspect the other ratings before treating its existence as proof that the growth problem is fixed.
