Full shelves do not prove timely delivery

The official Towns manual treats Delivery as an Authority component concerned with cargo arriving on time. It states that delayed cargo still provides full income while lowering the on-time rating and hindering growth. Do not read a town's stocked buildings as proof that timing is healthy.

This guide concerns cargo-item timing. An accepted subsidy has a separate contract deadline and completion target; use the subsidies guide for that problem.

Follow the journey, not only the final leg

The official cargo definition reference describes the delivery allowance between initial pickup and destination drop-off. It also describes configurable income functions, so this guide does not turn a colored time bar into a universal percentage-payment formula. Check the current in-game display for the actual item and save settings.

For a source-to-hub-to-town arrangement, use a note sheet with separate observations:

Do not estimate the whole journey from the short distance between the last station and town. Record elapsed stages without counting the same interval twice.

Use cargo satisfaction to locate trouble

The Statistics and Data Layers manual describes a cargo satisfaction layer covering routes, vehicles and warehouses, with a filter for a specific cargo type. Focus on the item you are diagnosing instead of combining every cargo flow into one visual judgement.

Pick one delivered load to observe. Mark the stage that appears most problematic, then compare a targeted change to that stage. If cargo never reaches the first vehicle, the cargo-not-loading guide is the better starting point.

Where specialized warehouses help

The Warehouses manual says specialized modules freeze the delivery timer during storage. Check the exact item assignment; generic storage does not have that documented timer benefit. The warehouse guide covers module and onward-service setup.

Treat storage as one part of the design. It does not substitute for an outgoing vehicle, receiver demand or timely movement on the other legs. Adding another handoff also creates another stage to inspect.

Change the observed bottleneck

Suggested experiments include shortening a detour, resolving a queue or improving the handoff that your observations identified. Compare the same item and destination before changing the rest of the network. No universal maximum route length, fish deadline or fastest-profitable vehicle is asserted here.
